Best Public Universities in Bangladesh: 2027 Rankings and Admission Competition
Public universities in Ulkaa Edu Rank 2027, QS and THE tables, with applicants per seat by admission cluster and unit.
On this page
In Ulkaa Edu Rank 2027, the public university table opens with the Bangladesh University of Engineering and Technology (BUET) at position 1, followed by the University of Dhaka and the Bangladesh Agricultural University. Admission competition runs on a different axis: the heaviest per-seat pressure in the reported data sits in a few large units and in shared test clusters, not in the first few ranks. This guide sets the rankings beside applicant-per-seat figures, with the session and source type for every number.
How the Ulkaa public table is built
Ulkaa Edu Rank 2027 is the edition published on 5 October 2026, with data to 2 October 2026. Its public-university table runs in this order: BUET, University of Dhaka, Bangladesh Agricultural University, Khulna University of Engineering and Technology (KUET), Chittagong University of Engineering and Technology (CUET), Rajshahi University of Engineering and Technology (RUET), Jahangirnagar University (JU), Shahjalal University of Science and Technology (SUST), Bangladesh University of Professionals, Bangladesh Maritime University, Jagannath University, Sher-e-Bangla Agricultural University, the University of Rajshahi and Khulna University at position 14.
Positions 1 to 14 reflect Ulkaa's admission competitiveness assessment. From position 15 onward the order is computed from the published Ulkaa methodology, version 2027.1. Position 15 is Islamic University, Bangladesh, then Jashore University of Science and Technology at 16 and Gazipur Agricultural University at 17. Positions 31 to 40 appear as one band in the public table.
One consequence is worth stating plainly. The first fourteen places describe how contested admission is, so they should not be read as a research or teaching score. The positions below fourteen come from the methodology and carry their own scores.
Where public universities sit in the world rankings
Two world tables give a second view. In the QS World University Rankings 2027, published on 18 June 2026, the University of Dhaka is placed at joint 600 and BUET at 711-720. Bangladesh Agricultural University, CUET, Jahangirnagar University, KUET, SUST and the University of Rajshahi are listed in the 1401+ band.
The THE World University Rankings 2027, published on 30 September 2026, orders them differently. Jahangirnagar University is in the 801-1000 band. Bangladesh Agricultural University, BUET, Gazipur Agricultural University, Jashore University of Science and Technology, the University of Dhaka and the University of Rajshahi are in 1001-1200. Bangladesh Medical University, Mawlana Bhashani Science and Technology University and SUST are in 1201-1400. CUET, Khulna University, Noakhali Science and Technology University, RUET and the University of Chittagong are in 1401-1600. Two more public universities, Chittagong Veterinary and Animal Sciences University and Sher-e-Bangla Agricultural University, appear as "Reporter" entries.
The gap between the QS and THE lists is not an error. The two publishers weigh research, reputation and teaching measures differently, and each decides which institutions to include. Where a university has a band rather than a single number, the band is the whole statement.
Asia tables
The QS Asia 2026 edition, published on 5 November 2025, gives single positions to many public universities: University of Dhaka 132, BUET 165, Jahangirnagar University 304, University of Rajshahi 312, SUST 337, Bangladesh Agricultural University 378, CUET 385, KUET 414, Khulna University 454, RUET 470, Dhaka University of Engineering and Technology 486, University of Chittagong 646 and Jashore University of Science and Technology 687. Further public universities sit in bands from 801-850 downward.
The THE Asia 2026 edition, published on 25 April 2026, places BUET and the University of Dhaka together in 301-350. Bangladesh Agricultural University, Gazipur Agricultural University, Jahangirnagar University and Jashore University of Science and Technology are in 401-500. CUET, KUET and the University of Rajshahi are in 501-600, while Khulna University, Mawlana Bhashani Science and Technology University, Noakhali Science and Technology University and the University of Chittagong are in 601-800.
Admission clusters
Many public universities do not run a test of their own. They join a cluster, where a candidate sits one exam and the result is shared among the members.
- GST cluster. A group of general, science and technology universities that test together. Membership has changed: the demand research records between 19 and 24 universities depending on the year. The units follow the split of A (science), B (humanities) and C (business).
- Agricultural cluster. Nine agricultural universities share one test. The 2024-25 exam was held on 25 October 2024.
- Engineering universities. BUET, CUET, KUET and RUET report their own test figures, and BUET in particular counts shortlisted candidates.
- Own-test general universities. The University of Dhaka, Jahangirnagar University, the University of Chittagong, the University of Rajshahi, Khulna University and SUST each have reported figures under their own names, shown below.
This matters for reading demand, because a cluster number belongs to the whole group. Nobody should say that one cluster member drew 273,554 applications. That is the count recorded for the GST test in 2025-26, and every member shares it.
Applicants per seat at Dhaka and Jahangirnagar
For the University of Dhaka, news reports and the Daily Campus give figures for three sessions. In 2023-24, 278,996 applications competed for 5,965 seats, about 46.8 per seat; that session label is inferred from the February and March 2024 test dates. In 2024-25 the total reached 329,438, and media reported more than 55 applications per seat, though the seat total was not verified. In 2025-26, 284,216 applications met 6,125 seats, about 46.4 per seat, with roughly 45,000 fewer applications than the year before.
Units differ sharply. In the Science unit (Ka), the ratio was 66 in 2023-24, 77.4 in 2024-25 and 64.3 in 2025-26. The Arts, Law and Social Science unit (Kha) stood at 37.5 in 2025-26 and Business Studies (Ga) at 33.6. The Institute of Business Administration (IBA) unit drew 11,147 applicants for 120 seats in 2025-26, or 92.9 per seat, the highest ratio recorded at the university that session.
Jahangirnagar University runs its own units, and the ratios are higher. In 2024-25 it drew 262,450 applications for 1,814 seats, about 144.7 per seat. In 2025-26 the figure was 219,399 for 1,842 seats, about 119.1. The Biological Science unit (D) was the most contested: 279.9 per seat in 2024-25 and 226.5 in 2025-26. Unit A (maths, physical sciences and IIT) stood at 171.7 and then 141.7. These come from news reports of the two sessions.
Chittagong, Khulna, Rajshahi and SUST
For the University of Chittagong in 2025-26, a news report put total applications at 233,327 for 4,165 seats, about 56 per seat. Unit A (science) was 80.2 per seat, unit B (arts and humanities) 100.4, unit C (business administration) 33.2 and unit D (social science, law and education) 60.7.
Khulna University in 2024-25 recorded 107,685 applicants for 1,109 seats, reported as 97 per seat. For the University of Rajshahi, Unit A (humanities, law and social science) in 2025-26 drew 111,514 applicants for 1,897 seats, 58.8 per seat. The all-unit total was 272,625, but the seat total was not verified, so no overall ratio is given. At SUST in 2025-26, unit A recorded 52,823 applicants for 985 seats (53.6 per seat) and unit B 22,272 for 581 seats (38.3).
Engineering and agriculture
BUET figures need extra care. The count there is the number of shortlisted candidates, not total applications. In 2023-24, 6,039 candidates sat the main test, shortlisted from 15,443 who took the preliminary test, for 1,309 seats: 4.6 per seat. In 2025-26 the shortlist was 10,351 for 1,309 seats, 7.9 per seat, with 9,051 sitting the test. A ratio of 7.9 at BUET and a ratio of 119.1 at Jahangirnagar University are not measuring the same thing.
The other engineering universities reported larger pools in 2025-26. KUET recorded 24,527 applicants for 1,065 seats, 23 per seat and a record, up from a previous high of 13,100. RUET had 18,277 applicants for 1,235 seats, 14.8 per seat, though 15,567 sat the test. CUET had 13,942 candidates for 931 seats, 15 per seat.
For the agricultural cluster in 2024-25, a Prothom Alo report gave 75,017 applicants for 3,718 seats across nine universities, about 20.2 per seat. That is a cluster ratio. It applies to the group, not to any one agricultural university such as Bangladesh Agricultural University.
How to read per-seat ratios
A few rules keep the figures honest.
- Check the session. A ratio from 2023-24 and one from 2025-26 describe different cohorts, so Ulkaa lists the session beside every figure.
- Do not compare across test types. Shortlist-based counts (BUET) and open-application counts (Dhaka, Jahangirnagar) are different measures.
- Cluster members share one number. Use the cluster ratio as a rough floor for each member, never as a score for a single university.
- Applicants are not test takers. RUET's 18,277 applicants against 15,567 who sat the test show the gap; attendance lowers the effective pressure.
- A unit ratio can hide an overall one. Dhaka's IBA unit is at 92.9 while the whole university is at 46.4.
Rank and competition are different questions
A high rank and a high ratio often travel together, but they do not mean the same thing. Position 1 in the Ulkaa public table belongs to BUET, whose ratio is among the lowest listed because its test is shortlisted. Jahangirnagar University sits at position 7 in the same table and shows the highest unit ratios in the dataset. The QS and THE tables add a research view that admission figures do not capture.
Where the data has gaps, this guide says so. The Bangladesh University of Professionals has no verified seat count in the research, and most agricultural cluster members have no individual figures. When an official notice for the next session appears, check the seat table, the unit and whether the test is shared before comparing it with the numbers above.
